SD45’s Constitution & Bylaws provide that only current Precinct Delegates and Alternates (elected at Precinct Caucuses held in February 2024) may be elected to serve as a BPOU Officer or Delegate or Alternate to the State Central Committee. (Article VI, Section 7)
